Document Description
Adoption of Urban Water Management Plans (UWMPs) and Water Shortage Contingency Plan (WSCP) are required to comply with California Water Code Sections 10610 through 10657 and Section 10632, which mandates update of UWMP and WSCP every 5 years. The UWMPs are coordinated, long-term water resource plans to ensure adequate and reliable water supplies for the communities served by the Los Angeles County Waterworks Districts (Districts), including during drought conditions. The WSCP details how the Districts response in the event of a declared water emergency or water shortage condition.

Reasons for Exemption
Adoption of the 2025 Urban Water Management Plans and amended Water Shortage Contingency Plan are not subject to the California Environmental Quality Act (CEQA) because it is an activity that is excluded from the definition of a project by Section 21065 of the California Public Resources Codes and Section 15378(b) of the CEQA Guidelines. The proposed action is an administrative activity of government, which will not result in direct or indirect physical changes to the environment.
