Document Description
The Jurupa Unified School District proposes to modernize Rustic Lane Elementary School by modernizing the existing buildings and constructing new buildings, play areas, and a parking lot. Portable buildings would be installed at Pacific Avenue Academy of Music (PMM) to accommodate Rustic Lane Elementary School students during construction. The proposed project would modernize Buildings B through H; convert the existing portable library/innovation center to classrooms; and construct a new classroom building, administration and library/innovation building, and Transitional Kindergarten/Kindergarten building. Site improvements would include a parking lot expansion, a new solar canopy, new play areas and a 29,000-square-foot playfield, fencing, landscaping, and upgraded circulation. The number of classrooms would increase by 4. At PMM, 20 portable classrooms would be installed during construction, with 18 removed upon completion. Additional PMM improvements would include the expansion of the dismissal area, replacement of the PA system, resealing and restriping of the playground, and paving the southern parking lot. The District has an agreement with the Free Church of Tonga, north of PMM, for overflow parking and would provide busing for Rustic Lane Elementary School students living more than 2 miles from PMM. Construction would start in Summer 2026 and end in July 2028. Beneficiaries include students, staff, and the surrounding community.

Reasons for Exemption
The proposed project qualifies for a categorical exemption under CEQA: Section 15301, Existing Facilities, because the modernization of existing permanent Buildings B through H, conversion of the existing portable library/innovation center to classrooms, and site upgrades involve repair, maintenance, and minor alteration of existing facilities with negligible expansion of use; Section 15302, Replacement or Reconstruction, because the proposed project consists of replacing the PA/speaker system throughout PAAM which constitutes replacement of existing equipment serving the same function and purpose; Section 15304, Minor Alterations to Land, because the new play areas, play apparatus, 29,000-square-foot playfield, fencing, landscaping, utility upgrades, circulation improvements, and playground resealing/restriping are minor alterations to existing campus grounds that do not require the removal of healthy, mature, scenic trees; Section 15311 , Accessory Structures, because the fencing, solar canopy, and portable classrooms are minor accessory structures supporting the primary use of the school campuses; and Section 15314, Minor Additions to Schools, because the project results in an increase of only 4 classrooms at Rustic Lane Elementary School and 2 classrooms at PAAM, which is less than the 10-classroom threshold. Additionally, none of the exceptions from CEQA Guidelines § 15300.2 apply to the proposed project.
