Reasons for Exemption
CEQA Guidelines Section 15331 applies to projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation, or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings (1995), Weeks and Grimmer. The Project involves the window replacement of 18 existing windows (like for like) and new paint of window trim to match the existing structure that will not result in changes. Paint the exterior building the same exact color as the existing. No expansion of the existing footprint or change of use is proposed. There are no circumstances that would create the possibility of an adverse effect on the environment because the proposed improvements are a minor alteration to the property with no significant expansion of use. CEQA Guidelines Section 15300.2(f) states, “A categorical exemption shall not be used for a project which may cause a substantial adverse change in the significance of a historical resource.” Staff reviewed the Project and determined that it is proposed to be carried out consistently with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings. No circumstances exist that create a reasonable possibility that the proposed Project will have a substantial adverse change in the significance of a historical resource or a significant adverse effect on the environment. The windows and trim are on an addition to the original building that dates outside the period of significance (1930’s) of the historic district and most of the windows on the addition have been replaced before (1950’s to 1970’s).
