Document Description
The applicant proposes a Conditional Use Permit to develop a 1-acre parcel (APN 433-220-06) with a 12-unit multi-family residential development at 2317 West Dakota Avenue, located on the south side of West Dakota Avenue, between North Pleasant and North Hughes Avenues in the City and County of Fresno, California (see Exhibit A). The project site is within the Fresno-High Roeding Community Plan and includes rezoning the existing parcel from RS-5/cz (Residential Single-Unit, Medium Density/Conditions of Zoning) to RS-5 (Residential Single-Unit, Medium Density) to remove current zoning conditions that limit development to 10 units and restrict structures to a single story.
In addition to the 12 units, the proposed development would include private garages, two carports, and uncovered parking, providing 23 total parking spaces, as well as the construction of electric vehicle (EV) charging stations, as required by CAL Green EV-Requirements. In accordance with CAL Green EV-Requirements, 40% of the total number of proposed parking spaces must be EV-Ready w/Low Power Level 2 receptables; therefore, nine of the proposed parking spaces would be EV-Ready. The proposed Project would also include approximately 0.3 acres of open space in the southern portion of the Project site. The proposed Project would include off-site improvements along West Dakota Avenue, including sidewalks, curbs, and a driveway approach. The development would be a maximum height of 29.5 feet, and the proposed buildings would be all electric.
Primary access to the site will be from West Dakota Avenue. The project includes frontage improvements such as curb, gutter, sidewalk, street lighting, street trees, pavement, and a drive approach to support safe pedestrian and vehicular access. A 12-foot pedestrian easement is required to accommodate a 12-foot residential sidewalk. An underground street lighting system will be installed along the project frontage in accordance with Public Works Standards E-1, E-7A, E-7B, and E-8. Curb, gutter, and sidewalk improvements will be constructed per Public Works Standard P-5, and a driveway approach will be constructed in accordance with Standards P-2, P-6, P-48, and P-76. These improvements will enhance access to the site and will not introduce design features that increase hazards. All proposed work will be planned and constructed in accordance with City of Fresno Department of Public Works Standard Specifications to ensure safe and compliant design.
The project site is served by existing public infrastructure, including a 12-inch water main and an 8-inch sanitary sewer main located within West Dakota Avenue. Adequate water, wastewater, solid waste, recycling, and organic waste collection services are available to serve the proposed development. The project will require new utility connections, private on-site water and sewer facilities, and solid waste collection infrastructure, including trash and recycling enclosures. Permanent drainage service is available for the project site. All utility improvements and service connections shall be installed in accordance with the City of Fresno standards, Municipal Code requirements, Department of Public Utilities requirements, and applicable State regulations. No expansion of off-site public utility infrastructure is required to serve the proposed development.
Construction activities would occur over the course of approximately 8 to 10 months, beginning in June 2026 and ending in February 2027. Construction activities would result in approximately 1 acre of ground disturbance, including approximately 500 cubic yards (CY) of cut and 500 CY of fill. The maximum depth of excavation would be approximately 1.5 feet. The Project would result in approximately 0.23 acre of new paved area and would not require the removal or trimming of any trees, as the Project site is currently vacant. Construction activities would be conducted Monday through Friday during daytime hours (7:00 a.m.–10:00 p.m.), 5 days per week. The construction staging area would be located within the southern portion of Project site where the future open space is planned. Project construction would require approximately nine workers and up to 9 construction vehicle trips per day. Construction workers are expected to be sourced from the local workforce. Construction equipment is anticipated to include one excavator, one loader, and one compactor; however, additional construction equipment may be required. Construction materials to be used include concrete foundation wood framing, stucco finish, asphalt shingle roofing, and steel carport.
