Document Description
Pursuant to Fish and Game Code section 1652, the California Department of Fish and Wildlife has approved the Conn Creek Land Lab Pilot Project submitted by the Abuelitos Foundation. The Project includes the installation of approximately 69 small rock and wood grade control structures throughout the unnamed tributary, and the restoration and reseeding of any areas degraded by social trails or construction equipment. These grade control structures will consist of gully stuffing structures and rock detention structures, with each structure ranging from 1 to 3 feet in height, 3 to 6 feet in width, and being spaced 15 to 30 feet apart from each other.

Reasons for Exemption
On July 3, 2026, the California Department of Fish and Wildlife, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15333. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
