Document Description
General Plan Text Amendment application: The County of San Joaquin is preparing an amendment to the adopted 2023-2031 Housing Element (6th cycle), a State-mandated policy document that is a component of the San Joaquin County General Plan. The overall purpose of the Housing Element Update is to identify current and projected housing needs; show locations where housing can be built; and set goals, policies, and programs to meet the community’s housing needs. The foundation of the Housing Element is the Regional Housing Needs Allocation (RHNA). Proposed revisions address the incorporation of the City of Mountain House and the related reallocation of a portion of the County’s RHNA to the city, reducing the County's RHNA from 8,808 to 5,113 housing units.

San Joaquin County has reviewed the proposed project pursuant to: 1) CEQA Guidelines Section 15002(k) – General Concepts, the three-step process for deciding which document to prepare for a project subject to CEQA; and 2) CEQA Guidelines Section 15061 – Review for Exemption, procedures for determining if a project is exempt from CEQA. Since it can be seen with certainty that the proposed project has no potential to have a significant adverse effect on the environment, San Joaquin County has determined that the proposed project is considered to be exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) - Common Sense Exemption.
