Reasons for Exemption
Adoption of the proposed Guidelines and Thresholds are consistent with CEQA Guidelines Section 15064.7 (Thresholds of Significance) and provide identifiable, qualitative and quantitative thresholds to assess emission impacts at the project-level. The thresholds are supported by substantial evidence and support analysis of project consistency with the City's updated Climate Action Plan. Furthermore, adoption of the proposed guidance and GHG Thresholds are exempt from CEQA as such.
