Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Small Outdoor commercial cannabis license submitted on 03/25/2026, by MendoVita LLC. The project consists of 9,900 square feet of Small Outdoor cannabis cultivation. The mature canopy would occupy the area previously occupied by the premises for the recently expired DCC Nursery license, CCL19- 0003860. The water source is a permitted well. The water use per season is estimated to be 120,000 gallons per year. No construction or grading would be required as all buildings required for the cultivation are already in place and the site is currently used for cannabis cultivation. CCL19-0003853 is an existing Small Mixed-Light Tier 1 license on-site held by the same owner.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
