Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Specialty Indoor commercial cannabis license submitted on 05/04/2026, by Strathern Project Facilities LLC. The project consists of an application for a Specialty Indoor cannabis cultivation license. Though the City of Los Angeles approved Distribution activities at the site, the Applicant is not applying for a Distribution license at this time; however, they may do so in the future. The premises is located within an existing approximately 5,000 sq ft industrial building built in 1968. The subject site is a fully developed lot approximately 138 feet deep and 52 feet wide along Keswick Street designated as Limited Manufacturing land-use and zoned M1-1. Demolition, new construction, and/or expansion of the existing building is not part of the proposed project.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
