Document Description
The project consists of the periodic placement and spreading of sand at the existing Riverbend Park beach area along the Feather River. Purpose of project is to maintain existing recreational beach by replacing/supplementing sand within the established beach footprint. 120y of sand will be deposited and spread using equipment consistent with the LSA agreement requirements. No new recreational facility is proposed, no expansion of park is proposed, and no native vegetation will be removed. Beneficiaries are Riverbend Park users, and the general public who use the existing beach.

The project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15304, Class 4, Minor Alterations to Land. Class 4 applies to minor public or private alterations in the condition of land, water, and/or vegetation that do not involve the removal of healthy, mature, scenic trees. The proposed project consists of minor maintenance-level placement and spreading of sand within an existing public beach area and does not result in a substantial change to the site or surrounding environment. The project is also supported by CEQA Guidelines Section 15301, Class 1, Existing Facilities, because the activity involves the maintenance and continued use of an existing public park and recreational beach area with no expansion of use.
