Document Description
The City of Oakland’s Bureau of Planning is preparing an EIR for Phase 2 of the Oakland 2045 General Plan Update, which includes a comprehensive update of the Land Use and Transportation Element (LUTE), Estuary Policy Plan (EPP) (which will be incorporated into the new LUTE), Open Space, Conservation and Recreation Element (OSCAR), and Noise Element, and preparation of a new Infrastructure and Capital Facilities Element. The EIR will also address conforming changes to the Oakland Planning Code, Municipal Code, and Zoning Map. The overall purpose of the update to Oakland's General Plan is to reflect current conditions, community priorities, changes in State law, climate change, and the City's commitment to equity and environmental justice. The Oakland 2045 General Plan Update will guide the development of Oakland for the following two decades and is being conducted in two phases. In 2023, Oakland certified a Phase I Oakland General Plan Update EIR which addressed the 2023-2031 Housing Element Update, the Safety Element Update, a new Environmental Justice Element, in addition to Phase 1 Planning Code amendments.
