Document Description
Construction of green stormwater infrastructure (GSI) improvements, including bioretention facilities and associated stormwater drainage improvements, at various locations within the Civic Center campus and the 1600 Los Gamos Drive (County facility) parking lot. The project is intended to improve stormwater treatment and runoff management and to assist the County in meeting NPDES Phase II Total Maximum Daily Load (TMDL) requirements for polychlorinated biphenyls (PCBs) and mercury.

Reasons for Exemption
The project consists of minor modifications and improvements to existing public facilities and developed areas within the Civic Center campus and Los Gamos parking lot. Work will occur within previously disturbed pavement or maintained landscape areas and includes installation of bioretention facilities, stormwater conveyance improvements, minor excavation and grading, landscaping, and related site improvements. The project involves negligible expansion of existing use and constitutes minor alterations to land and improvements to existing facilities. Accordingly, the project is categorically exempt from CEQA pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land). No unusual circumstances exist that would cause the project to have a significant effect on the environment.
