Document Description
The project includes installing and operating a soil vapor extraction (SVE) system at the former Lamoure’s and Former Country Club Cleaners properties to address soil and soil vapor impacts by volatile organic compounds (VOCs), primarily tetrachloroethene (PCE), presumed to have resulted from spills and other handling processes from several former dry-cleaning facilities. The project is anticipated to take approximately seven years at the former Lamoure’s site and three months over a one-year period at the former Country Club site. Remediation activities include: • Construct and install full-scale and temporary soil vapor extraction (SVE) systems, including SVE wells, nested soil vapor probes, and below-ground polyvinyl chloride (PVC) conveyance piping at the former Lamoure’s Cleaners and Country Club Cleaners properties. • Air/dust controls and monitoring during construction: implementation of temporary stormwater management best management practices (BMPs), and dust control measures. • Site security and implementation measures (Traffic Control Plan (TCP), and a Site-specific Health and Safety Plan (HASP)). In addition, Mitigation Measure NOI-1 (Operational Noise Reduction) is implemented to address potential noise impacts and ensure compliance with City of Visalia Ordinance 8.36.040. • Preparation of a Construction Completion Report documenting completion of removal action activities. • Finalize and implement an Operation, Maintenance, and Monitoring (OM&M) manual for each SVE system.
