Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake Alteration Agreement EPIMS Notification Number LAK-63787-R2, pursuant to Section 1602 of the Fish and Game Code to the project Applicant, Garrison Yeandle. The project is limited to the removal and replacement of a 16-foot by 40-foot boathouse, and installation of a 3-foot by 26- foot catwalk to attach the structure to an existing pier. The boat house will be supported by eight 10-inch diameter pilings. Two 10-inch diameter mooring pilings will be installed adjacent to the boathouse. All materials will be staged at the construction yard at 1624 Parallel Drive, Lakeport or on the barge on site. The project will be constructed using welders, power tools, generators, trucks, and a barge with a permanently mounted Crane and drop hammer. No trees will be removed as part of this project.

Reasons for Exemption
On May 19, 2026, the Lake County Community Development Department, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15302. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
