Document Description
The scope of work for this project calls for the replacement of approximately 50 valves (14-inch or smaller) in various locations throughout the City of El Cajon, within the Helix Water District (District) boundaries. All of the valves scheduled for replacement are located either within dedicated right-of-way, or within easements held by the District.
Project CIP27003 construction is scheduled to begin July 1, 2026 as part of the District's ongoing Small Valve Replacement Program (Program), which was initiated in 2007. One of the District's goals of the program is to identify and replace all valves 14-inch or smaller which are inoperable and/or at the end of their service life. The approximately 50 valves which are the subject of this action are in one of these categories. Construction is scheduled to be completed by June 30, 2027.
Valves which operate properly and dependably are critical in the District's potable and raw water systems. Beneficiaries of this project are District customers in general, and the neighborhoods surrounding the various valve locations. Replacement of the valves avoids emergency repairs and contributes to the District's ability to maintain existing infrastructure critical to treating, storing, and conveying reliable, high-quality drinking water to its customers. The project will replace deteriorated facilities or facilities at the end of their service life and does not involve expansion of existing uses.
