Per Section 15282 (v) of the CEQA Guidelines, the preparation and adoption of Urban Water Managements is statutorily exempt from the requirements of the CEQA pursuant to the provisions of Section 10652 of the Water Code.
Water Code Section 10652 states that CEQA does not apply to the preparation and adoption of Urban Water Management Plans or Water Shortage Contingency Plans, or the implementation of potential actions included in the Water Shortage Contingency Plan.
