Document Description
City of San Diego City Council (City Council) approval of the Fiscal Year 2027 Downtown PBID Annual Report, which contains updates to the assessment roll based on the latest County of San Diego property data, and the Fiscal Year 2027 budget Approval of this Item will also authorize the appropriation and expenditure of funds, Including assessment funds, in accordance with the City's Fiscal Year 2027 Appropriation Ordinance for the Downtown PBID. The Downtown PBID provides Improvements and activities that constitute a special benefit directly and only to assessed parcels within its boundaries, including maintenance, beautification and placemaklng, Installations, safety and hospitality services, business attraction and retention, and related administration. All PBID services are over and above those provided by local government agencies. The assessment funds will be used to support economic revitalization and physical maintenance of Improvements within the Downtown PBID. Improvements that may be financed include, but are not limited to, parking facilities, parks, fountains, benches, trash receptacles, street lighting, power washing. and decorations.

The Downtown PBID includes approximately 13,707 unique parcels within the following six "benefit zones": Columbia, Cortez Hill, City Center, East Village, Gaslamp, and Marina (see Figure 1). The Downtown PBID is in the Downtown Community Planning Area in Council District 3.

The City of San Diego conducted an environmental review that determined that the proposed action to approve the Fiscal Year 2027 Downtown Property and Business Improvement District Annual Report and Budget Is categorically exempt from the California Environmental Quality Act (CEQA} pursuant to CEQA Guidelines Section 15301 {Existing Facilities), which exempts the operation, repair, maintenance, permitting, leasing, licensing, ~r minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, Involving negligible or no expansion of existing or former use. The exceptions to the exemption listed in CEQA Guidelines Section 15300.2 would not apply in that no cumulative Impacts were Identified, no significant effects on the environment were Identified, the project Is not adjacent to a scenic highway, no historical resources would be affected by the action, and the project was not Identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code.
