Document Description
Project consists of the replacement of the existing floating cover, liner, overflow structure and appurtenances for the 10 MG clearwell at the Lester J. Berglund Water Treatment Plant (WTP). Additionally, a permanent underground bypass pipeline will be installed between the WTP and the Lake Poway Road Transmission Main. As part of this project, a temporary bypass system will be built to divert treated water during replacement of the 10 MG clearwell. Temporary facilities include two 1.4 MG above ground storage tanks located at the Lake Poway Recreation Area softball field, an above ground pump station at the WTP, and related above ground pipelines. The clearwell replacement will consist of two 4 MG prestressed concrete tanks. Following completion of the Project, the temporary facilities will be removed.

Reasons for Exemption
The Project is exempt as a Class 2 Categorical Exemption because the Project consists of the replacement of an existing water facility in the approximate location of the existing facility with no expansion of capacity. The Project is exempt as a Class 11 Categorical Exemption because the Project consists of the placement of temporary water utility facilities within an existing developed site to facilitate the permanent water utility replacement, and areas temporarily occupied will be returned to existing conditions upon completion of the permanent water utility replacement. None of the exceptions listed in section 15300.2 of the CEQA Guidelines would apply to the proposed Project.
