Document Description
To install a metal, chain link, cross levee fence and multiple access gates across the left bank levee of the Sacramento River. The waterside fence will be 50 linear feet of 6-ft high and 8-ft wide, removable sections and posts of chain link fence along the levee slope with footings at a maximum depth of 16-inches. The section across the crown will have a 16-ft wide, 7-ft tall, double-leaf gate for vehicle access with footings a maximum of 18-inches deep. Approximately 46 linear feet to be installed on the landside levee slope with a new 14-ft wide maintenance access gate and a new 45-inch wide access gate.

Reasons for Exemption
Board staff has determined that the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Board staff has determined that the project is also exempt from CEQA under the Class 3, New Construction or Conversion of Small Structures categorical exemption (California Code of Regulations, Title 14, Section 15303), because the activity consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Board staff has determined that the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemptions in California Code of Regulations, Title 14, Section 15300.2 apply.
