Document Description
To construct an approximately 120-foot wide by 100-foot-long dry boat storage metal building with concrete access stairs and a retaining wall with riprap along the west foundation on top of previously permitted waterside berm fill material located along the left (east) bank levee of the Sacramento River. To construct new paved parking stalls and a 4-inch diameter PVC drainage line with catch basins. New landscaping and hardscaping are proposed along the waterside shoulder fenceline. To remove existing features including a wood fence, chain link fence, foundation, storage sheds, storage box, and trees. To authorize the following existing encroachments on the parcel: metal fencing and slide gate along the levee waterside shoulder, cattle gate, and storage box concrete pad.

Reasons for Exemption
Board staff has determined that the project is exempt from CEQA under the Class 3, New Construction or Conversion of Small Structures categorical exemption (California Code of Regulations, Title 14, Section 15303), because the activity consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Board staff has determined that the project is also exempt from CEQA under the Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Board staff has determined that the project is also exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Board staff has determined that the project is also exempt from CEQA under the Class 11, Accessory Structures categorical exemption (California Code of Regulations, Title 14, Section 15311), because the activity consists of construction, or replacement of minor structures accessory to existing commercial, industrial, or institutional facilities. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
