Reasons for Exemption
The Class 1 Exemption consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The proposed project is a request for a subdivision that includes minor site improvements consisting of installation of a new sidewalk along the project frontage, restriping of parking spaces, and the relocation of vehicular gates on each proposed lot. As the existing industrial use would remain, operations would be consistent with historic levels of operation on the subject property, and the project would therefore be consistent with this type of exemption.

Reasons for Exemption
The Class 15 Exemption consists of the division of property in urbanized areas zoned for residential, commercial, or industrial use into four or fewer parcels when the division is in conformance with the General Plan and zoning, no variances or exceptions are required, all services and access to the proposed parcels to local standards are available, the parcel was not involved in a division of a larger parcel within the previous two years, and the parcel does not have an average slope greater than 20 percent. The proposed subdivision includes subdividing an industrial property into two parcels while maintaining the existing industrial buildings and uses on-site, in an urbanized area designated for industrial land uses in the General Plan. The proposed subdivision would be in conformance with the General Plan and applicable development standards. All existing services and access to the parcels would be provided in accordance with local standards, the property was not involved in the division of a larger parcel within the previous two years, and the parcels do not have an average slope greater than 20 percent, and the project would therefore be consistent with this type of exemption.
