The project is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15332, Class 32, because it consists of infill residential development within an urbanized area. The project, including waivers and concessions granted pursuant to State Density Bonus Law, is consistent with the applicable General Plan land use designation and zoning regulations; is located on a site of less than five acres; is substantially surrounded by urban uses; has no value as habitat for endangered, rare, or threatened species; and would not result in significant effects related to traffic, noise, air quality, or water quality. The site can be adequately served by existing utilities and public services, and the exceptions to the use of categorical exemptions under CEQA Guidelines Section 15300.2 do not apply.
