Document Description
The project includes removing the existing furnace units within the building and
replacing them with new units. Under a separate contract the existing roof will be resealed to help prevent leaks and water damage. In addition to this work there will also be various minor related maintenance work related to minor electrical and structure repairs and improvements to ensure the continued operation capacity of the facility. The shelter has existed at this location since 2002, and the work involved is to repair and maintain the existing facilities; proposed work would not expand the footprint or use of the existing facility. No changes to the existing vegetation or topographic conditions are proposed are part of the project.

Reasons for Exemption
The project involves repair, maintenance and furnace replacement at the
existing Napa County Animal Shelter located at 942 Hartle Court in Napa, California. The project is not anticipated to involve vegetation trimming or removal, and mature trees will be completely avoided. Pursuant to CEQA Section 15300, the proposed project would be considered Categorically Exempt based on at least one Exemption Class. The project is not anticipated to impact any known environmentally sensitive
area, and its impact on the environment is insignificant, individually, and cumulatively. There is no reasonably possibility that the project will have a significant effect on the environment, or damage scenic resources because there will be no ground disturbance, and the replacement furnaces and repair work will occur within an existing facility and no involve the expansion of the footprint or intensify the existing use.
Pursuant to Sections 15022(a)(l)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed project would therefore be Categorically Exempt from the provisions of CEQA pursuant to Title 14 CCR Section 15301 Class 1 - Existing Facilities. Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public; or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
