Document Description
The City of Eureka proposes a pavement maintenance project to improve roadway conditions and pedestrian accessibility along portions of three streets: 2nd Street, N Street, and Harris Street. The project includes removal and replacement of failed asphalt, asphalt overlay, and installation of ADA-compliant pedestrian improvements to enhance safety for all users. The 2nd Street work area is located within the coastal zone and is subject to a separate coastal exemption. Project work varies by location but generally includes asphalt removal and replacement, roadway overlay, adjustment of valves, manholes, and survey monuments to grade, and replacement of traffic detector loops. Pedestrian improvements include installation of new curb, sidewalk, curb ramps, striping, and truncated domes. Excavation for curb and sidewalk improvements will generally be one foot or less in previously disturbed areas, and asphalt grinding will be limited to existing disturbed roadway sections. Specific work to be completed in each roadway area is outlined below: • N Street (7th Street to 14th Street): Grind 0.20 feet of existing pavement curb-to-curb, followed by compaction and placement of a 0.20-foot asphalt overlay. • Harris Street (A Street to M Street): Grind and compact the driving lanes, followed by installation of a 0.15-foot asphalt overlay. The project will also replace 16 traffic detector loops on Harris Street, and two loops each on F Street and H Street. • 2nd Street (Commercial Street to C Street): Full roadway reconstruction, including 18-inch-depth excavation, regrading, compaction, and placement of a 0.20-foot asphalt surface. Construction will require typical roadway equipment, including asphalt grinders, pavers, rollers, sweepers, tack trucks, loaders, water trucks, and hand tools, as well as jackhammers and backhoes for curb and sidewalk work. Thermoplastic striping will be installed using standard application equipment. All spoils will be disposed of at a contractor-selected, City-approved permitted facility. Traffic control measures will vary by location and may include temporary lane shifts, short-term detours, or daytime roadway closures. On-street parking may be temporarily restricted with a minimum 48-hour notice to affected properties. Construction will occur during daytime weekday hours and minor traffic delays are expected. Public notices will be provided. Construction is planned to start the month of August 2026 and is expected to take until the end of May 2027.
