Reasons for Exemption
The proposed project is exempt from CEQA pursuant to CEQA Guideline Section 15304, because the project involves minor alterations in the condition of vegetation, resulting in the restoration and enhancement of native habitats. The project will involve minor earthwork to plant native vegetation and install protective signage and fencing as needed. Treatment activities will not involve removal of healthy, mature, scenic trees. The project is located in a wildlife management area and removal of invasive, non-native species will result in improvement of habitat for wildlife resources. This project would improve a local wildlife corridor for both listed and non-listed species and would improve habitat for sensitive species. Furthermore, the project will improve hydrological conditions and groundwater recharge through the removal of invasive vegetation. The project will also formalize existing trails on the property to allow for continued public access and regional trail connections. The project is designed to conserve and restore native wildlife habitat. The proposed activities are consistent with habitat restoration actions intended to enhance ecosystem function, biodiversity, and species recovery, while providing long-term net benefits to climate resilience and sensitive species. In addition, the project includes procedures and ongoing management for the protection of the environment. DPR will continue to perform comprehensive long-term management in perpetuity. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource. The project is being designed to avoid impacts to sensitive vegetation and species; if impacts are required to achieve the goals of the project, appropriate permits will be obtained by state or federal agencies.
