Document Description
The proposed project would establish a maritime dispatch hall and staffing office to support longshore operations, including administrative offices and periodic workforce training, through the relocation of the existing ILWU Local 46 Dispatch Hall from the secured Port of Hueneme facility at 341 West Port Hueneme Road to the subject property, approximately 0.9 roadway miles east. The Project consists of improvements to an existing developed industrial site, including demolition of four small accessory structures, interior and exterior remodeling of three existing buildings, parking lot reconfiguration, landscaping, fencing, and lighting upgrades. Peak activity would occur during shift changes and training sessions, with adequate on-site parking provided.

Reasons for Exemption
The proposed Development Permit and Coastal Development Permit have been evaluated pursuant to the California Environmental Quality Act (CEQA) and determined to be categorically exempt under CEQA Guidelines Section 15332 (Infill Development Projects). The Project involves the redevelopment of an existing developed industrial site within an urbanized area and is consistent with the applicable General Plan and zoning regulations. The Project site is adequately served by existing utilities and public services, and supporting technical studies demonstrate that the Project would not result in significant impacts related to traffic, circulation, or Vehicle Miles Traveled. The Project site is not located on a designated scenic highway, is not listed as a hazardous waste site, and does not contain known historic resources. Furthermore, the Project does not involve unusual circumstances, would not contribute to cumulative impacts, and will not result in significant environmental effects. Accordingly, the Project qualifies for a Class 32 categorical exemption, and none of the exceptions outlined in CEQA Guidelines Section 15300.2 apply.
