Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis volatile manufacturing license submitted on 05/26/2026 by Elaine Lu.
Project Activities:
The Project will consist of a cannabis volatile manufacturing business at 1430 Cota Ave., Long Beach, CA 90813 (APN 7432-004-002). The building is 4,000 sq ft on 0.15-acres. The neighborhood is zoned for Industrial and Light Industrial Use. The 6,504-square-foot subject site and surrounding properties are located on relatively flat lots. There are no natural features in the immediate quarter-mile vicinity. The subject site is within the General Industrial (IG) Zoning District and has a General Plan Land. The project is located at 1430 Cota Avenue, Long Beach, CA 90813 within Los Angeles County (Figure 1 - Vicinity & Aerial Map). The site is on the eastern side of Cota Avenue between Cowles Street and 16th Street. The nearest intersection is 16th Street and W Anaheim Street. The building is painted grey and has a flat roof. The property provides a paved parking lot and street parking (City NOE and Exemption)

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project.
Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing industrial building with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial zoned. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
