Document Description
[PROJECT TITLE CONTINUED]: to the Local Coastal Program Primarily Addressing Coastal Hazards and Sea Level Rise, and Adoption of an Ordinance into the Ventura County Coastal Zoning Ordinance (Pl20-0039). On May 20, 2025, the Ventura County Board of Supervisors approved modifications to the Local Coastal Program (LCP) that plans for coastal hazards and sea level rise in the Coastal Area Plan (Land Use Plan). Amendments to the Coastal Zoning Ordinance (Implementation Plan) implement the Coastal Area Plan. On March 11, 2026, the Coastal Commission conditionally approved the LCP Amendments with modifications that required County Board of Supervisors approval. On June 23, 2026, the Board of Supervisors adopted a resolution acknowledging receipt of, accepting, and agreeing to the Coastal Commission’s suggested modifications and adopted the LCP Amendments, as modified. The LCP Amendments, as modified, shall become effective after certification by the Coastal Commission.

Reasons for Exemption
Case No. PL20-0039 is exempt pursuant to Public Resources Code section 21080.9 and CEQA Guidelines section 15265 which exempt local governments from the preparation of CEQA documents for amendments to certified LCPs. Amendments to the County’s LCP are subject to review for compliance with the California Coastal Act, and subsequent certification, by the California Coastal Commission. The California Coastal Commission’s regulatory program reviewing and certifying LCPs has been certified by the Natural Resources Agency as the functional equivalent of CEQA review. Because this action by the County Board of Supervisors is a necessary requirement to certify the LCP as part of the California Coastal Commission’s regulatory program for reviewing and certifying LCP’s, it is exempt from CEQA.
