Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations (CCR), Title 22, Division 4.5, Chapter 20, Sec. 66270.61, has issued an Emergency Permit to the RAPT Therapeutics, Inc., (EPA ID# CAR000254631) to treat hazardous waste through a controlled reaction with chemical solutions/open detonation; transfer and storage of Resource Conservation and Recovery Act (RCRA) hazardous waste to a trailer that meets the the Department of Transportation’s (DOT) flammable specifications and transport the hazardous waste to the final disposition facility. Specifically, one (1) 100-gram container of 1-Hydroxybenzotriazole must be stabilized prior to transport to an authorized hazardous waste treatment, storage, and disposal facility.
This chemical is currently being stored at RAPT Therapeutics, Inc. located at 561 Eccles Avenue, South San Francisco, California. DTSC has determined as a safety precaution to prevent an accident or severe injury, an Emergency Permit should be issued for treatment of chemicals to chemically stabilize the hazardous wastes prior to storage and eventual transportation off-site by Triumvirate Environmental, LLC. (TEI).
Background: 1-Hydroxybenzotriazole is a white crystalline powder with lumps and is a primary explosive that is shock-sensitive and friction-sensitive. Due to the potential explosivity and the sensitivity to shock and friction, DTSC considers this chemical to be an imminent and substantial endangerment to human health and the environment. Chemical stabilization is recommended prior to transport to a permitted treatment, storage, and disposal facility.
Project Activities: Because friction and disturbance caused by removing a container cap can potentially trigger the detonation or deflagration of some shock-sensitive chemicals, the TEI’s High Hazard Technician will utilize specially designed remote opening equipment to access the containers from a safe distance. Once the bottle has been remotely opened, the 1-Hydroxobenzotriazole will be diluted with deionized water into 1-gallon containers to achieve 1% dilutions. There will be ~40 grams per 1 gallon of water.
Within 10 business days of the expiration of this permit, RAPT Therapeutics, Inc. will submit a final report, signed in accordance with Title 22, CCR Sec. 66270.11(d). The report shall include certification that the treatment area has been cleared of all residual hazardous waste generated from this emergency treatment and all generated waste has been properly managed. The Emergency Permit is effective beginning June 29, 2026 and shall expire on August 27, 2026.
