Document Description
As part of a program of restoration and enhancement of ecological, cultural and recreational resources across the Mooretown Tribal Landscape, Mooretown Rancheria in partnership with Plumas National Forest proposes to rebuild the Feather Falls Campground which was destroyed by the 2020 North Complex Fire. This project falls on Forest Service land. Project activities were analyzed and authorized under the Feather Falls Salvage Project (signed July 9, 2021 ), and BCRCD previously filed a Notice of Exemption under CEQA (June 12, 2025), for a prior version of this project which planned to rebuild a new campground on the exact footprint of the old campground. Subsequently, the new campground's footprint was moved to a slightly different location and three additional sites were added. Resource surveys for the new location were conducted by Plumas National Forest and documented under a FANEC (Finding of Applicability and No Extraordinary Circumstance) on March 26, 2026. The project is still subject to CEQA because it would be carried out using State funding , BCRCD has reviewed all relevant documents and studies and prepared this second notice of exemption under CEQA for the project as revised.

Reasons for Exemption
The project replaces recreational facilities that were destroyed by the 2020 North Complex Fire, in a disaster stricken area in which a state of emergency was proclaimed on August 18, 2020 by the Governor pursuant to the California Emergency Services Act, commencing with Section 8550 of the Government Code. Furthermore, the replacement campground area has been surveyed comprehensively for sensitive resources, and it has been determined that project activities will have no impact. Therefore, an exemption pursuant to §15269(a) is indicated.
