Document Description
The Coachella Valley Water District (CVWD) Water Reclamation Plant No. 10 (WRP 10) Existing Low Pressure Connection Improvements project (project) will improve Non-Potable Water (NPW) flow and control by installing 10 flow control/pressure sustaining valves to existing connections. These current NPW pipelines do not have flow and pressure control valves needed to control flow to the current NPW system. The addition of the new pressure valves will allow all NPW customers the ability to obtain their required NPW supply while protecting the system during surge events.
The Project is anticipated to take place over the course of 12 months. All construction activity will occur in the public right-of-way or on CVWD property. The project will occur within the planning boundary of the Coachella Valley Multiple Species Habitat Conservation Plan and Natural Community Conservation Plan (CVMSHCP/NCCP), but is not a part of any CVMSHCP/NCCP Conservation Area.

Reasons for Exemption
State CEQA Guidelines §15301 (b) (Existing Facilities) consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. This includes existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.
State CEQA Guidelines §15303 (d) (New Construction). This Class 3 exemption allows for the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. This includes water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.
