Approval of the Los Padrinos Annual Car Show Special Event Permit is exempt from CEQA pursuant to CEQA Guidelines Section 15304(e), Class 4, Minor Alterations to Land, because the approved activity consists of a temporary one-day community event and related temporary event operations, including temporary use of existing streets and public right-of-way, temporary traffic control, barricades, vendor areas, vehicle display areas, generators, temporary tents, sanitation facilities, and post-event cleanup and restoration. No permanent improvements, grading, or construction are proposed, no healthy, mature, or scenic trees will be removed, and the project will have negligible or no permanent effects on the environment.
