The proposed project is categorically exempt from environmental proceedings pursuant to Section 15332 (Class 32 - In-Fill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines, which exempts projects that are consistent with the applicable general plan and zoning designation and regulations, is within the city limits on a site of no more than five acres and substantially surrounded by urban uses, the project site has no value as habitat for endangered, rare or threaten species, the approval would not result in any significant effects relating to traffic, noise, air quality, or water quality, and that the site can be adequately served by all required utilities and public services. The proposed 110 room four-story hotel meets all criteria for this exemption as it is on a site that is less than 5 acres, is completely surrounded by other urban uses, and the site has been previously disturbed and does not have value as habitat, and the project does will not any significant effects on the environment related to traffic, noise, air quality and water supply, and the project will be adequately served by existing utilities and public services.
