Reasons for Exemption
CEOA applies only to projects that have the potential to have a significant effect on the environment. The updated plan includes strategies and potential future efficiency actions; however, these actions would require separate review under CEOA. Adoption of the updated plan would not result in physical alteration of the environment and it can be seen with certainty that the action has no potential to have an adverse effect on the environment.
