Document Description
The First Amendment to contract HD-24-015 with Pacific Dredge and Construction LLC for on-call furnishing and operating waterborne construction equipment was executed in February 2026. Field conditions for maintenance dredging have since proven more challenging than anticipated, resulting in reduced production rates and increased effort, duration, and cost to complete the remaining work. The proposed action is the Second Amendment to the contract, increasing the contract capacity by $4,000,000 for a total contract value of $12,267,040 with a term ending February 9, 2027. The contract supports maintenance, repair, rehabilitation, and upgrade of the Port’s marine infrastructure through maintenance dredging, fender replacement, removal of navigation hazards, and waterborne marine construction throughout the Port.

The Second Amendment to the contract includes replacement or reconstruction of existing structures that will be located on the same site and will have substantially the same purpose and capacity as the structure replaced since the contract scope includes fender replacement and rehabilitation of existing marine infrastructure.

Reasons for Exemption
The Class 4 Categorical Exemption for Minor Alterations to Land, Section 15304(f) of the State CEQA Guidelines consists of minor trenching and backfilling where the surface is restored. The project involves only minor alterations to land since maintenance dredging and beneficial reuse of dredged material from Pier G South Slip Fill constitute minor alterations to land and water. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities), 15302 (Class 2. Replacement or Reconstruction), and 15304 (Class 4. Minor Alterations to Land); therefore, the Project is exempt from CEQA and no further environmental review is required.
