Document Description
On June 9, 2026 and June 16, 2026 the Santa Clarita Valley Water Agency’s Board of Directors approved a Resolution adopting the Agency’s 2025 WSCP and a Resolution adopting the Agency’s 2025 UWMP, respectively. The WSCP establishes the Agency’s procedures for identifying, responding to, and managing water shortages, including shortage levels, demand-reduction actions, and communication protocols. UWMPs, which are prepared by urban water suppliers every five years per California Water Code, §10610-10656 and §10608, support the Agency’s long-term resource planning to ensure that adequate water supplies are available to meet existing and future water needs. The UWMP assesses the reliability of water sources over a 20-year planning time frame, describes demand management measures and water shortage contingency planning, reports progress toward meeting applicable urban water use objectives, and discusses the use and planned use of recycled water.

Reasons for Exemption
The Project is statutorily exempt from CEQA pursuant to California Water Code section 10652, which provides that I CEQA does not apply to the preparation and adoption of plans pursuant to the Urban Water Management Planning Act or to the implementation of actions taken pursuant to Water Code section 10632. The Project consists of the I Santa Clarita Valley Water Agency's adoption of its 2025 Urban Water Management Plan and 2025 Water Shortage Contingency Plan. Accordingly, no further CEQA review is required for adoption of the 2025 UWMP and 2025 WSCP. Further, the resolutions and associated plans do not constitute a "project" as defined by Public Resources Code section 21065 and CEQA Guidelines section l5378(a), because they do not commit the Agency to any current or future construction, development, or other activity that could result in a direct or reasonably foreseeable indirect physical change in the environment.
