The project is statutorily exempt from review under the California Environmental Quality Act pursuant to Section 21080.57 of the Public Resources Code, which exempts activity and approvals necessary for or incidental to planning and design of nonmotorized recreational trail facilities funded in whole or in part by the 2024 Climate Bond. Consistent with this section, the project will conduct technical feasibility studies and prepare a conceptual plan for nonmotorized recreational trail facilities, and is funded in part by the 2024 Climate Bond.
