Reasons for Exemption
The proposed project has been determined to be Categorically Exempt ("Existing Facilities") under the California Environmental Quality Act (CEQA) Guidelines, Section 15301 ("Class l "). Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The lead agency's determination of Class 1 includes the following example of a project that would be exempt under
this section: (f) Addition of safety or health protection devices for use during construction of or in conjunction with existing facilities, or mechanical equipment, or topographical features including navigational devices. The project is for
the installation of replacement lights poles within an existing District-maintained parks. The installation of lights will improve the existing condition by improving player safety. Installation of the new poles will be a negligible expansion of the existing use. The improvements described here are considered minor alterations to existing public facilities. The proposed project has been determined to be Categorically Exempt ("New Construction or Conversion of Small Structures") under
the California Environmental Quality Act (CEQA) Guidelines, Section 15303 ("Class 3"). Class 3 consists of construction and location of limited numbers of new small facilities or structures from one use to another where only minor modifications are made to the exterior of the structure. Class 3 includes the following example of a project that would be exempt under this section: (d) water main, sewage, electrical, gas, and other utility extensions, including street improvements of reasonable length to serve such construction. The project is for the installation of new light
poles for existing light fixtures within an existing District-maintained parks The project consists of installation of small new structures and, therefore, the project is exempt per Section 15303.
Based on staff analysis, the project will have negligible or no permanent effects on the
environment.
