Document Description
Madison Capital Group (the “Applicant”) proposes to redevelop an auto salvage yard, including an associated surface parking lot and an approximately 500 square-foot office, and the adjacent 0.57-acre portion of the former California Department of Transportation (Caltrans) property, now City of Whittier Right-of-Way (ROW) (“Project Site”) into a five-story, 1,000 unit self-storage building with approximately 150,320 square feet of floor area, including an approximately 400 square-foot ancillary leasing office (“Project”). The Project Site occupies approximately 74,223 square feet of lot area (1.70 acres), which comprises the 1.13-acre salvage yard and surface parking lot and the adjacent 0.57-acre portion of the City ROW. The Project Site is located on the western side of Whittier Boulevard, within the Future Expansion Area of the Lincoln Specific Plan in the City of Whittier (“City”). The Project would include a Specific Plan Amendment to relabel the Project Site from the Lincoln Specific Plan “Future Expansion Area” to the “Whittier SelfStorage” (Planning Area 9) and provide site-specific development standards. The Project would provide 59 vehicular parking spaces (including 17 to serve the Project and 42 spaces which will be used by the public for access to The Groves Redevelopment Project adjacent to the Project Site to the west), 4 bicycle spaces, and 3 loading bays in a surface parking lot located in the rear of the proposed buildings. Vehicular access would be provided via two twoway driveways located on Whittier Boulevard. The existing southerly driveway will be retained, and a new two-way, right-turn in and right-turn out driveway would be provided on the north side of the Project Site. Pedestrian access would be provided via a concrete path adjacent to the southern driveway. The height of the new structure would be 58 feet above grade. The Project includes a substantial landscape buffer along Whittier Boulevard that will be 15-20 feet wide with a 10-foot sidewalk and a 5-foot landscape buffer, which will beautify this street segment and make it complementary to other street segments along this roadway.
