Notice of Exemption
Exempt Status
Categorical Exemption
Type, Section or Code
California Code of Regulations, Title 14, Section 15304 - Class 4
Reasons for Exemption
The project is categorically exempt under CEQA Guidelines Section 15304, Class 4, Minor Alterations to Land, because it consists of minor alterations to vegetation for
the purpose of hazardous fuels reduction, forest health improvement, and wildfire resilience. The project does not involve the removal of healthy, mature, scenic trees.
The project involves selective removal of suppressed, small-diameter understory trees and brush species through methods including hand thinning, chipping, pile
burning, and limited low ground pressure mechanical thinning. These activities are specifically designed to reduce the vertical and horizontal continuity of forest fuels
adjacent to the community, significantly lowering wildfire risk. Work will be implemented using hand crews and/or low-ground-pressure ground-based equipment with
resource protection measures to minimize soil disturbance, erosion, sedimentation, and impacts to residual vegetation. There will be no changes in land use. The project
would not result in significant environmental impacts, and none of the exceptions to the categorical exemption under CEQA Guidelines Section 15300.2 apply.
