Reasons for Exemption
The expansion of permitted operating hours for pickleball on existing, previously converted tennis courts constitutes a minor operational change in an existing recreational facility CEQA Guidelines Section 15301 (Existing Facilities). The physical footprint, court surface, and all associated infrastructure remain unchanged. The project is also categorically exempt under CEQA Guidelines Section 15323 (Normal Operations of Facilities for Public Gatherings, which exempts the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for similar purposes. TPC is an existing public recreational facility designed and constructed for organized athletic recreation.
