Document Description
Surprise Valley Electric Corporation (SVEC) will install Underground Power Cable alongside County Road 224 in Bidwell Canyon, Fort Bidwell CA within the existing County right-of-way. SVEC and contracting parties will be conducting a Powerline system improvement in which overhead powerlines will be removed and underground power lines will be installed. The underground cable will start at the end of the pavement on County Road 224 and extend west approximately 4,800 feet alongside the County Road. This system improvement will greatly reduce the risk of wildfires and deliver reliable power to customers supplied by this section of line.

Reasons for Exemption
The project consists of replacing an existing overhead electrical distribution line with a new underground electrical distribution line serving the same purpose and function. The replacement facilities will be located within the same general service area and will not result in an expansion of capacity beyond what is currently existing. Temporary ground disturbance associated with trenching and installation of the underground line will be restored upon completion of construction. Accordingly, the project qualifies for the Class 2 categorical exemption under CEQA Guidelines Section 15302(d).
