Document Description
The California Department of Fish and Wildlife (CDFW) has executed
Streambed Alteration Agreement EPIMS Notification Number PLA-63998-R2, pursuant to
Section 1602 of the Fish and Game Code to the project Applicant, Richmond American
Homes of Maryland, Inc.
The overall project consists of the subdivision and development of an approximately 26.29-
acre site into 20 single-family residential lots. Project activities covered by the Agreement
include mass grading and the construction of two (2) vegetated stormwater swales with rock
riprap energy dissipation structures.

Reasons for Exemption
On December 18, 2025, the Town of Loomis, the Lead
Agency, determined that the Project is exempt (SCH No. 2025120843) pursuant to Public
Resources Code section 21083.3 and California Code of Regulations, Title 14, section 15183.
The Lead Agency determined that the Project is consistent with the use and density
established for the property under the existing Town of Loomis General Plan 2020-2040 and
associated certified Environmental Impact Report (EIR) (SCH No. 2022050323) and determined that further environmental review is not required for the Project. Through a
Modified Initial Study/Section 15183 Checklist, the Lead Agency determined the proposed
Project would not result in a significant impact that: (1) is peculiar to the Project or the Project
site; (2) was not identified as a significant effect in the General Plan EIR; or (3) are previously
identified significant effects, which as a result of substantial new information that was not
known at the time that the General Plan EIR was certified, are determined to have a more
severe adverse impact than discussed in the General Plan EIR.
Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for
determining whether the Project is exempt from CEQA and that determination shall be final
and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as
a Responsible Agency, is bound by the Lead Agency’s determination that the Project is
exempt from CEQA.
