The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which applies to minor alterations of existing facilities that involve negligible or no expansion of use, such as "Additions to existing structures provided that the addition will not result in an increase of more than 10,000 square feet if: (a) The project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan; and (b) The area In which the project is located is not environmentally sensitive." The proposed project is a minor alteration of an existing facility with negligible expansion of use as it is limited to a 2,800 square foot addition for eight (8) additional beds. The existing public utilities and facilities allow for the maximum development allowed under the General Plan, and the project site is not located in an environmentally sensitive area. Therefore, the proposed project is exempt from further environmental review under CEQA as a minor alteration to an existing facility.
