Document Description
The proposed project is subject to the California Environmental Quality Act (CEQA) and qualifies for Categorical Exemptions pursuant to CEQA Guidelines Sections 15302(c) (Replacement or Reconstruction), 15303(d) (New Construction or Conversion of Small Structures), and 15304(f) (Minor Alterations to Land). The project consists of installation of approximately 1,350 linear feet of underground utility conduit via horizontal directional drilling (HDD) within existing public rights-of-way and utility easements in the vicinity of the North State Street/U.S. Highway 101 interchange. Project improvements include excavation of four temporary bore pits, installation of two primary utility vaults, associated fiber service vaults and communications boxes, approximately eight underground conduits, and two utility poles, together with associated backfill, surface restoration, and temporary traffic control measures.
The conduits will accommodate electrical conductors, City communications infrastructure, and fiber-optic facilities supporting the Middle Mile and Last Mile Broadband projects. The project is being undertaken to relocate existing utility facilities and facilitate the future removal of an existing 12-kilovolt overhead power line crossing U.S. Highway 101. The project will improve system reliability and eliminate utility infrastructure conflicts associated with planned transportation improvements in the interchange area. The project area consists primarily of previously disturbed urban land and existing roadway, utility, and parking lot improvements associated with the North State Street/U.S. Highway 101 interchange area.

Reasons for Exemption
None of the exceptions to categorical exemptions identified under CEQA Guidelines Section 15300.2 apply to the proposed project. The project site is located within a developed commercial and transportation corridor designated Commercial by the Mendocino County General Plan and zoned C-2 (General Commercial). The project area consists primarily of previously disturbed urban land and does not contain wetlands, riparian habitat, special-status species habitat, designated environmental resources, or scenic highway resources. No tree removal, work within waterways, or impacts to wetlands are proposed. Project plans require disturbed landscaping areas to be restored to their original condition or better following construction.
The project would not result in a cumulatively considerable impact associated with successive projects of the same type in the same place over time. No unusual circumstances have been identified that would create a reasonable possibility of a significant environmental effect. In addition, the project site is not included on any list compiled pursuant to Government Code Section 65962.5, is not identified as a hazardous materials site in EnviroStor, is not located within a FEMA floodway, and would not adversely affect scenic resources associated with an officially designated state scenic highway. Based on the developed nature of the project area and available environmental information reviewed by the City, the City is unaware of any historical resources within the project area that would be affected by the project.
