Document Description
The project involves the emergency repair and in-kind replacement of a collapsed section of an underground sewer pipeline at UC San Diego’s Elliott Field Station. The collapse, determined to be caused by tree root intrusion, resulted in an active wastewater spill that required the immediate installation of a temporary aboveground bypass system. The project involves localized trenching to excavate and remove the damaged pipe section (assumed to be less than 100 linear feet, to be determined during trenching), followed by the installation of a new, in-kind replacement pipe to permanently restore system function. To facilitate the repair and prevent future structural pipeline damage, up to 30 small to medium (approximately 6-inches in diameter) non-native eucalyptus trees will be removed from the immediate work area. No sensitive native vegetation would be removed. The required trenching intersects a non-vegetated ephemeral drainage, which will be fully restored to pre-existing topographic and environmental conditions upon completion of the pipe installation, in compliance with required state regulatory authorizations. This project qualifies as an emergency action necessary to prevent or mitigate an immediate threat to public health, safety, and the environment by stopping the discharge of raw wastewater and restoring essential public utility infrastructure.
