Reasons for Exemption
The Project consists of licensing nine (9) rope-based tree climbing training events on various locations within Conservancy-owned parcels. The use of climbing equipment that damages trees is prohibited, as is the climbing of infected, diseased, damaged, or dead trees. All events will occur after August 15, 2026, to avoid potential adverse effects to nesting birds in trees subject to climbing. The Project’s direct impacts to Conservancy parcels are minor alterations to land and vegetation that will not involve the removal of healthy, mature, scenic trees, which are exempt under § 15304, and are licensing activities of existing public facilities that will not involve the expansion of existing use, which is exempt under § 15301.
