Reasons for Exemption
The project consists of issuing a conditional certificate of compliance (CCOC) for a 5-acre parcel in south of the Woodlands Village Reserve Line. The CCOC does not negatively impact existing or future agricultural operations on the property and does not currently propose any development as a part of this process. The project site has been previously disturbed by as-built grading activities in an area where special status species (Monarch Butterflies and Pismo Clarkia) are known to occur. A Biological Resources Assessment was submitted (David Wolfe Environmental, March 2, 2026) which indicated the existing conditions consist of mostly bare ground representing minimal plant or wildlife habitat values, and no mitigation measures would be needed. Issuing a CCOC will allow the property owners to obtain building permits for future development. Any access improvements, grading, or construction will require additional permits and associated environmental review. As proposed, the CCOC will not impact any resources listed in CEQA Appendix G.
The project, as conditioned, will be in compliance with the Land Use Ordinance and Real Property Ordinance. Any future development for structures, utilities, or access that requires discretionary review will include a focused environmental review for the entire scope of work.
