Document Description
A request by T-Mobile for a Minor Use Permit to allow for the co-location to an existing wireless communications facility consisting of the following: 6 new panel antennas, 6 Remote Radio Units (RRUs), 1 microwave dish antenna, new utility panels, 3 new HCS cables, 24 new fiber jumpers, 24 new coax jumpers, and a new 6 foot high retaining wall. The project also includes outdoor equipment cabinets and associated equipment located on a new concrete pad within an approximate 200-square-foot lease area. The proposed project will result in the disturbance of approximately 300 square feet (including utility trenching) on a 40-acre parcel. The proposed project is within the Rural Lands land use category and is located at 8420 Temettate Drive, approximately 1-mile northwest of Suey Creek Road, and approximately 5.7 miles north of Highway 166 near the community of Nipomo. The site is in the South County Inland Sub Area of the South County Planning Area.

Reasons for Exemption
The project qualifies for a Categorical Exemption (Class 3) pursuant to CEQA Guidelines Section, Sec. 15303, New Construction or Conversion of Small Structures, because the project consists of a small equipment enclosure and the addition of equipment to an existing tower which will result in 300 feet of site disturbance. The project does not trigger Section 15300.2 exceptions to the use of a categorical exemption as it is not located in a sensitive environment. The project is not located in an area which may have an impact on an environmental recourse of hazardous or critical concern which is designated, precisely mapped and officially adopted by a federal, state or local agency. Further, there are no unusual circumstances surrounding the project. The proposed project is to be located on an existing cell site and includes the addition of new antennas and remote radio units. Colocation is standard industry practice allowing for fewer towers to be built and for wireless carriers to share facilities. The proposed colocation has comparable scope and function to the examples listed in CEQA guidelines Section 15303. The proposed project does not impact any scenic resources for any officially designated scenic highways. The proposed project is not located on a site which is included on any hazardous waste site list compiled pursuant to Gov. Code § 65962.5. The proposed project does not involve or does not cause a substantial adverse change in the significance of a historical resource.
