Document Description
As part of the California Stream Gage Improvement Program, the California Department of Water Resources has executed a contract with San Luis Obispo County Flood Control and Water Conservation District to install a stream gage on San Luis Obispo Creek at Avila Beach Drive. A radar stage sensor with a wire-weight reference gage will be installed over the creek on the Avila Beach Drive bridge railing to avoid drilling into or otherwise modifying the bridge structure.
A pressure transducer and water temperature sensor will also be installed in the stream channel on the downstream side of the bridge crossing with conduit routed along the existing rock slope protection on the bank to an enclosure cabinet installed outside the channel. Installation of the enclosure cabinet will require minimal ground disturbance and will house the data logger and radio equipment. The equipment/conduit will be secured to the ground using drive pins and rock anchors. All work in the channel will be limited to the use of hand tools. Minor vegetation trimming may be required with no tree removal or alteration to the streambed or bank anticipated.

Reasons for Exemption
The proposed stream gage would be installed on and adjacent to an existing bridge structure with minor vegetation trimming, minimal ground disturbance outside the channel, and no tree removal. The proposed stream gage will collect continuous surface water monitoring data, including stage, flow, and water temperature. Proposed activities will qualify for categorical exemptions 15304 (Minor Alterations to Land) and 15306 (Information Collection) and will not result in a significant impact to the environment and none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
